Organisational Capability Framework Project For Mental Health Community Support Services

DHHS provided project funding to support Psychiatric Disability Services of Victoria (VICSERV) to implement the draft Capability Framework in partnership with its member organisations. VICSERV conducted a base-line survey to assess the capabilities of representative member organisations before full implementation of the capabilities across MHCSS.

The draft Capability Framework combines the capabilities of individual employees with the organisation’s processes, systems, culture and structures to deliver on the organisation’s strategic intent. The purpose of the Capability Framework is to build and sustain organisational capability to respond effectively to, and in pace with, contemporary needs, to build capability in advance of emerging need when these can be reasonably anticipated, and to establish resilience to cope well with the unexpected. The recently released Victorian Mental Health Workforce Strategy (Department of Health and Human Services, 2016) has identified the organisational Capability Framework as a key platform in developing MH and AOD workers to support Victoria’s 10–year Mental Health Plan (Department of Health and Human Services, 2015).

The framework and therefore survey consisted of three sections:

• organisational capabilities

• individual capabilities

• leadership capabilities.

The survey results, whilst significant to the current MHCSS workforce, need to be taken in context of the forthcoming transition for most MHCSS services across to the National Disability Insurance Scheme (NDIS). The most recent update about the NDIS for the MHCSS (Department of Health and Human Services, 2016) stated that the services for transition to the NDIS will include:

• all Individualised Client Support Packages (ICSP)

• all adult residential rehabilitation services, and

• supported accommodation services (excluding three services with a homelessness focus).

These services account for approximately 60% of the MHCSS workforce.
